Lift Planning

Appointed Person-led planning to BS 7121 — every lift categorised, engineered and documented so the team on the day has no open questions.

How an engagement runs

  1. Enquiry

    You tell us the load, the site and the constraint. We tell you honestly whether we're the right fit — including when we're not.

  2. Scope & categorisation

    We categorise the operation under BS 7121 — basic, standard or complex — and agree exactly what we're taking responsibility for, in writing.

  3. Engineering

    Site or vessel information, crane and rigging selection, load-path and standing assessments. Questions get asked now, not on the day.

  4. The pack

    A lift plan, RAMS and drawings your team can brief from and your client — or their marine warranty surveyor — can audit.

  5. The lift

    For supervised operations we're on site as Appointed Person: briefing, controlling change, closing out with a written review.

03 — How we work

Compliance & Standards

Compliance isn't paperwork bolted onto a lift — it's how a lift is engineered. Everything we plan and supervise is built on the regulation and the code of practice that define safe lifting in the UK, and the discipline to apply them:

LOLER 1998

The Lifting Operations and Lifting Equipment Regulations require every lifting operation involving lifting equipment at work to be properly planned by a competent person, appropriately supervised, and carried out safely. That planning duty is the core of what we do.

BS 7121

The Code of practice for safe use of cranes defines how lifting operations should be organised — roles, responsibilities, lift categorisation and control. Our lift plans and site supervision follow it as the working standard.

Basic, standard, complex

BS 7121 categorises every lift, and the category sets the depth of planning it deserves. Basic: known weights, no significant hazards, proportionate paperwork. Standard: added complexity — proximity hazards, restricted areas, limited information. Complex: high-consequence operations — multi-crane tandem lifts, vessel-based lifts, live infrastructure, engineered rigging arrangements. Getting the category right is the first engineering decision, and it's ours.

Lift plans & RAMS

Every operation gets a documented lift plan with supporting risk assessments and method statements: load, rigging, equipment, exclusion zones, communications and contingencies — engineered, not templated.

Appointed Person & competence

BS 7121 places control of the lifting operation with a competent Appointed Person. We take that duty personally: planning, briefing and supervising with clear accountability, and being honest about competence limits — ours and anyone else's.

Who holds what

Under LOLER, the duty to ensure lifting operations are properly planned sits with the employer — it can't be contracted away. We provide the competent Appointed Person to carry out that planning and control, with our name on the plan, and we're clear in writing about which duties we carry and which remain yours.

04 — Where we work

Sectors

Different environments, same discipline: plan the lift properly, prove it on paper, control it on the day.

Offshore Wind

Turbine installation and major component exchange, marshalling harbours, jack-up and vessel-based lifting — planned around weather windows, deck layouts and marine coordination.

Nuclear & Nearshore

Subsea and nearshore lifting in one of the world's largest tidal ranges — including Hinkley Point C's first-of-its-kind fish recovery and return system, installed from jack-up barges. Marine works where the tide, not the programme, sets the working window.

Construction

Tower cranes, mobiles and crawlers on live sites — steel erection, modular installs and tandem lifts planned so the programme and the method both hold.

Civils

Bridge beams, precast segments, tunnel components and nearshore marine works from jack-up barges — high-consequence lifts where ground conditions and temporary works matter as much as the crane.

Rail

Lifting inside possessions and alongside live infrastructure — planned to rail industry constraints, with the timings, isolations and interfaces engineered in from the start.

About

Leow Lifting exists because good lifting operations are engineered twice: once on paper, and again in the real conditions of the day. We've done both — planning lifts at the desk and standing on deck while they happen.

Our background is hands-on: offshore wind campaigns including major component exchange from jack-up vessels, and nearshore marine work at Hinkley Point C, installing the station's first-of-its-kind fish recovery and return system from jack-up barges. We bring the same field discipline to lifting operations in construction, civils and rail — plans written by people who expect to stand where they're executed.

We're a UK company working worldwide, and deliberately small: when you engage Leow Lifting, the person who plans your lift is the person accountable for it.

Frequently asked questions

Can you review a lift plan we've already written?

Yes — an independent review is usually the fastest way to engage us. We'll tell you what holds, what doesn't, and what we'd change, in writing.

Do you work under our safety management system?

Yes. We plan to BS 7121 and integrate with your SMS, permit regime and site rules — the plan carries both.

How early should you be involved?

Before the crane is contracted, ideally. The biggest savings are made before mobilisation, not on the day.

Do you cover offshore operations?

Yes — offshore wind is where much of our field time comes from, including vessel-based component exchange, along with nearshore marine work from jack-up barges. UK-registered, working worldwide.

How do you charge?

Day-rate or fixed fee, by scope — agreed in writing before we start.
